Background:

The Islamic Republic of Afghanistan represented by the Ministry of Commerce and Industries (MoCI) has received a grant from the International Development Association (IDA) toward the cost of Afghanistan New Market Development Project (ANMDP) and intends to apply part of the fund to cover the eligible payments under the Individual   Consultancy Services contract for Internal Auditor

 

The Ministry of Commerce & Industries intends to utilize part of the proceeds of the Grant to engage an individual consultant to assist MOCI with the internal audit and capacity development of its staff.

 

The Private Sector Development General Directorate of the Ministry of Commerce and Industries, Islamic Republic of Afghanistan, is implementing the World Bank funded Afghanistan New Market Development Project (ANMDP).

 

Project Development Objectives:

To help in the revitalization of private sector activities in the four major urban cities of Kabul, Mazar-e-Sharif, Jalalabad and Herat through provision of business development technical assistance to support private firms’ initiatives to gain market knowledge, improve product quality and processing technologies, and increase their presence in both domestic and export markets.

 

Component 1: Facility for New Market Development: This component is mainly a cost-sharing program to support Small and Medium Enterprises and business associations with access to business development services (BDS) in order to enhance their productive capacity and encourage innovation through product and/or market diversification. The FNMD would operate in four key urban cities, Kabul, Mazar-e-Sharif, Jalalabad and Herat, which serve as the national hubs of economic activity. Other FNMD supporting activities include marketing and communications program, skills building workshops, supplementary support to businesses for developing plans, and sharing results to encourage participation of new firms in the FNMD.

 

Component 2: Project Implementation Support and Technical Assistance to Ministry of Commerce & Industries (MoCI): This component will support the Ministry of Commerce & Industries (MoCI) with (a) the establishment and operation of a project management unit for the New Market Development Project; and (b) technical assistance to develop a strategic plan to access support from the proposed new “Afghanistan Capacity Building for Results Facility” which is currently under preparation by the World Bank and the Government of Afghanistan (GoA).

Duties and Accountabilities:

 Under the director supervision of Minister of Commerce and Industries, the Consultant for Carpet Sector is responsible to develop carpet sector and coordinate carpet related activities with relevant  stakeholders, aiming not only to improve carpet product quality, but also increase promote carpet export in international markets.

 Main responsibilities:

Within two weeks, prepare a holistic Annual Work Plan for carpet sector

Strengthen relations with donors interested in the carpet sector, and seek to draw their attention for developing the carpet industry

Collect information on the design, color and raw material of the carpet, provided by the big carpet producers such as Turkey, Turkmenistan and Iran and share the information with domestic producers

Prepare policy memos on how to improve quality of hand-made Afghan carpets and support carpet producers to improve their productivity

Conduct research and find out the demand of new carpet designs and colors in international market

Conduct research to find out the needs of carpet producers and traders and come with set of recommendations to address their needs and create further facilities for the sector

Link and enable carpet producers and associations to easily get access short and medium term loans from national banks

Hold meetings with representatives of carpet producers and traders in capital and other provinces and finds ways to address their daily challenges as well as share information how to improve quality of their production and link them with domestic and international market

Advise the Minister on how to quickly find ways, aiming to encourage Afghan carpet producers to repatriate from neighbouring countries

Strengthen coordination with relevant carpet sector including ACCI, carpet guild, donors, aiming to ensure effectiveness and efficiency of carpet production and promote carpet export

Support carpet traders to attend international carpet exhibition

Design and prepare carpet leaflets, brochures and flyers for international carpet exhibition

Assist carpet traders to connect with relatively big international carpet market

 

Skills and Qualifications:

  1. At least BA from a recognized university in economics, public administration or other relevant field; Master’s Degree is desirable
  2. At least 3-5 year experience in similar job with (one year in Carpet Sector)
  3. Familiarity with Afghan Carpet related issue including carpet export
  4. Good contextual knowledge of local issues, community priorities, organizational relationship, social and cultural constraints and realities.
  5. Previous experience with donors is desirable
  6. Fluent in English language and in one of the national languages
  7. Computer Skills ( MS: Office)

Reporting:

The incumbent shall submit his/her monthly, Quarterly and annual progressive report to the office of HE. Minister.

                         A Candidate will be selected in accordance with the procedures set out in section V of the World Bank's                           Guidelines: Selection and Employment of Consultants by World Bank Borrowers (revised in January                                   2011).
