About MoCI/WSMED:
Ministry of Commerce and Industries envisages a socially responsible market economy, where sustainable and equitable growth is private sector led, resulting into increased employment, higher living standards and reduction of poverty to the benefit of the citizens. Within the government, the ministry has the specific responsibility to bring forward legislation, programs and other measures to support, facilitate and regulate the private sector through the development of appropriate policies and regulations, in consultation with all stakeholders.

Job Description:
Procurement:
1)    Facilitate and oversee the entire procurement and contract management process of CIP Project using Afghanistan’s public procurement laws and processes.
2)    Provide procurement and contract management advisory support services to DM-Private sector development & Industries regarding public procurement.
3)    Regular Follow-up all procurement issues with respective departments in MoCI, and making sure that all procurement rules, procedures and MoF specific guidelines are being implemented.
4)    Ensure that project implementation is in compliance with the contract signed with the Implementing Contractors (ICs);
5)    Meet with contractors and suppliers to resolve potential issues and ensure that sufficient support is given to the contractors and suppliers to achieve their agreed deliverables and milestones.
6)    Manage knowledge which include but is not limited to: maintaining proper filling system for all contracts (electronic and physical), recording lessons learned during management of contracts, identifying, recording and managing risks related to implementation of CIP.
7)    Develop and implement procurement procedures and policies for CIP consistent with Afghan Government procurement laws for CIP and ensure compliance of the team and client ministries with the policies.
8)    Assist in the preparation of annual procurement plan with Project manager and Administrative and Finance Manager.
9)    Preparing standard bidding documents including quotations forms, evaluation form, bidding participants’ attendance, contracts etc.
10)    Prepare weekly, monthly, quarterly and annual Procurement Reports to project Administrative and Finance Manager.
11)    Control of all procurement documents and submit to finance department for payment.
12)    Have overall Contract management responsibilities of all CARD-F EDPs
13)    Co-ordinate procurement committee (Evaluation committee and Purchasing Committee) in all procurement processes related to project.
14)    Participating as a permanent member in evaluation committees, providing guidance to other members in evaluation committees on procurement aspects in the process of evaluation of bids or consulting proposals.
15)    Regular Follow-up all procurement issues with respective departments in MoCI, and making sure that all procurement rules, procedures and MoF specific guidelines are being implemented.
16)    Assist the Project team in all planning and management of procurement matter related to the project.
17)    Preparing standard bidding documents including quotations forms, evaluation form, bidding participants’ attendance, contracts etc.
18)    Any other task as assigned by the FM or Project Manager.

Job Requirements:
Knowledge:
Adherence to GoA Procurement Rules, Policies and Procedure.
Familiar with procurement of civil work, Goods and consultancy services procedures of public sector.
Familiar with the procurement guidelines, contractual requirements and awareness of audit processes of the government of Afghanistan.

Qualifications and Experiences required:
The candidate should have the following qualifications, skills and experiences:
Bachelor’s Degree in Finance, Commerce, Business Administration, Management, or Economics.
At least 3 years of relevant experience of Finance and project management with government, national or international organizations.
Good team worker, capable of working effectively in a very challenging environment
Core Competencies:
Strong oral and written English skills.
Flexibility and creativity in working in a dynamic environment.
Ability to create and nurture effective working relationships with the stakeholders.
Experience working with high level public and private sector counterparts, highly desirable.
Active user of MS Office applications (Word, Excel, PowerPoint) and other common soft tools
