About MoCI:
Ministry of Commerce and Industries envisages a socially responsible market economy, where sustainable and equitable growth is private sector led, resulting into increased employment, higher living standards and reduction of poverty to the benefit of the citizens. Within the government, the ministry has the specific responsibility to bring forward legislation, programs and other measures to support, facilitate and regulate the private sector through the development of appropriate policies and regulations, in consultation with all stakeholders.
Job Description:
1.    Responsible for the overall direction, coordination, implementation, execution, control and completion of the CIP project ensuring consistency with project strategy, commitments and goals.
2.    Strengthen coordination among MoIC, MoLSAMD, line ministries, private sector, civil society, World Bank and donor community on activities related to women’s economic empowerment, including full and timely information sharing.
3.    lead the planning and implementation of project and facilitate the definition of project scope, goals and deliverables.
4.    Develop and monitor procedures and processes to achieve the effective functionality of the Project, including quarterly and annual timelines and work plans.
5.    Professionally represent CIP/MoIC in the coordination meetings and on any other important forums, including meeting with Key ministries, private sector, the World Bank, and national and international partners.
6.    Conduct monthly, bi-monthly and quarterly coordination meetings on CIP status, progress and challenges with all involved key stakeholders & DM Private sector development and Industries.
7.    Facilitate effective communication and the flow of information among the stakeholders at national and subnational level as well as to internal and external counterparts.
8.    Establishing guidelines and regulations, and oversee development of operations manuals, for smooth project implementation.
9.    Responsible in ensuring effectiveness of all activities during project implementation period.
10.    Support and facilitate the team in preparation of their weekly and monthly schedules, work plan in the light of the project scope and priorities and produce desired results.
11.    Develop project monitoring tools, progress reports, baseline and end line assessments, impact studies, case/success stories and other documents required to be shared to partners and other stakeholders.
12.    Review monthly expenditures, prepare budget forecast and ensure internal control and accountability within the project team.
13.    Develop, maintain and improve work coordination with local key stakeholders to ensure the successful implementation and coordination of the project activities.
14.    Streamline Quality and Accountability (Q&A) principles/measures throughout project implementation and maintain all records of Q & A related activities.
15.    Develop tools for follow ups, evaluation of activities and developing an effective mechanism to ensure its use into project implementation.

Job Requirements:
Knowledge:
Adherence to GoA laws and regulations regarding private sector.  
Knowledge of women economic empowerment National Priority program.
familiarity with the Afghanistan industry regulatory framework.     
Qualifications and Experiences required:
The candidate should have the following qualifications, skills and experiences:
Bachelor’s Degree in Finance, Commerce, Business Administration, Management, or Economics masters preferred.
At least 5 years of relevant experience in relevant discipline.
Good team worker, capable of working effectively in a very challenging environment
Core Competencies:
Strong oral and written English skills.
Flexibility and creativity in working in a dynamic environment.
Ability to create and nurture effective working relationships with the stakeholders.
Experience working with high level public and private sector counterparts, highly desirable.
Active user of MS Office applications (Word, Excel, PowerPoint) and other common soft tools.
