TITLE: Senior Finance and budget advisor to MoIC
REPORTS TO: Deputy Minister for Admin & Finance of the Ministry of Industry and

LOCATION: Kabul, Afghanistan
▪ Take lead and active role in developing proper standards for all finance and budget related activities for effective and timely performance of the MoIC.
▪ Coordinate all financial issues and matters with Minister and Deputy Minister of Admin & Finance and provide them with solid and constrictive inputs
▪ Assist in development of a computerized accounting and financial systems for MoIC and ensure it complies with the relevant laws and regulations.
▪ Works closely with the DM for Administration and Finance and other program staff to develop, implement, improve and maintain financial management policies, systems, structures, and procedures.
▪ Assist Minister and DM for admin and finance Officeto track and monitor expenditures; ensures transactions are properly supported and documented before recommending for payment.
▪ Assist DM Office to manage bank accounts, including local and international transfers to suppliers, vendors, and staff; reviews, and corrects as necessary, monthly bank reconciliations.
▪ Ensures that expense data is properly submitted, that all expenses are reasonable, allocable, and conform to public finance and expenditure management law Afghanistan.
▪ Advise and provide direct coaching to MoIC Finance directorate on budget formulation and execution activities as per budget department action plan.
▪ Design appropriate capacity development approach/mechanism, provide trainings and conduct workshops on various finance and budget activities to finance team of MoIC and help them to overlap the existing problems.
▪ Enhance the reporting mechanism of the concern budget entities in finance team of MoIC to meet with the reporting requirement of the Ministry of Finance and donors.
▪ Develop an efficient record keeping and filing system of all the financial issues and matters that relates to the finance directorate of the MoIC in order to easily and timely accessible.
▪ Establish and design a tracking system of all the payments that are circulating within or out of the MoIC premises.
Qualification and Experience:
A master degree in the area of business/financial administrations with at least 7 years relevant experience in public finance and budget.
▪ Ability to exhibit strong commitment in the relevant disciplines
▪ Excellent written and oral communication skills in English Dari and Pashto.
▪ Ability to work with and be a partner of a team.
▪ Ability to work efficiently and to meet deadlines
